Sr. Emergency Management Consultant
POSITION TITLE: Senior Emergency Management Consultant
LOCATION: Houston, TX

Required Qualifications
- Bachelor’s degree in emergency management, public administration or related field; or equivalent years with relevant experience.
- Minimum 5 years private sector or public sector experience in emergency management, business continuity, crisis management and/or disaster preparedness and recovery.
- Experience with Business Impact Analysis, Risk Assessment and Vulnerability Analysis.
- Knowledge and understanding of industry standards for preparedness, continuity guidance and federal directives.
- Strong planning skills with professional writing capability.
- Excellent verbal and written communications skills.
- Demonstrated proficiency with personal computers and software including Microsoft Office.
- Customer service and support-focused.
- Able to identify and prioritize tasks and projects.
- Solid understanding of the National Incident Management System (NIMS) Incident Command System (ICS).
- Completed Federal Emergency Management Agency (FEMA) ICS courses ICS 100, 200, 300, 400, 700 and 800.
Preferred Qualifications
- Experience with exercise development, facilitation and evaluation.
- Training experience or training-related skills such as public speaking or curriculum development.
- Experience working for federal, state or local government either directly or as a contractor in an emergency management or planning-related position.
- Completed FEMA exercise courses IS-120a, 130 and 139.
- Homeland Security Exercise and Evaluation Program (HSEEP) certification.
- Familiarity with the National Preparedness for Response Exercise Program (PREP).
- Actual emergency response experience with ICS Command or General Staff positions held.
- Possess a valid U.S. passport.
Primary Duties and Responsibilities
This position will have a primary focus on plan development and consulting activities. Training and exercise responsibilities will be a secondary function.
- Consulting: Provide clients, private and public sector, with technical consulting services including incident management, crisis management, business/government continuity, disaster recovery and other related subject matter.
- Plan development: Development of emergency response plans, crisis management plans, business continuity plans and continuity of operations plans. Provide overall preparedness guidance for emergency response and crisis management program development. Capabilities assessments, risk and vulnerability analysis and business impact analysis as related to planning and emergency preparedness.
- Assist in preparing and making presentations on emergency management topics and project-related activities to clients and internal corporate staff.
- Simultaneously manage multiple projects, including proposal analysis, proposal writing, delivery and billing.
- Participate in marketing activities and work with the sales staff to provide client services and ensure retention for the private sector as well as federal, state and local government clients.
Additional Duties and Responsibilities
- Training: Develop and deliver training on emergency preparedness, management and response activities. Prepare training materials (curriculum, presenter’s documents and student materials) in accordance with guidelines established by FEMA, DHS and other applicable government agencies. Provide Incident Command System (ICS) training.
- Drills and Exercises: Participate in exercise development and delivery (including evaluation) activities. Design exercises and related materials in accordance with the Homeland Security Exercise and Evaluation Program (HSEEP) and the National Preparedness for Response Exercise Program (PREP) guidelines.
- Participate as needed in incident response activities on behalf of government and private sector clients.
A portion of the consultant’s responsibilities includes domestic travel to meet with clients and deliver services. The consultant can expect to spend up to 30% of their time traveling on behalf of the company.
