Assessments / Risk Management

O'Brien's provides a wide range of security assessment and risk management services. They include: [1] Conducting security response capability, needs, and vulnerability assessments for facilities, pipelines, ports, transportation modes, and vessels. [2] The development of strategic risk mitigation plans aimed at reducing both security and operational vulnerabilities for public and private entities (including port areas, municipalities, state governments, school districts, supply chains, and various transportation modes). (Note: Effective October 1, 2010, DOT will require transportation security risk assessments for Transportation Security Plans.)

Audits

O'Brien's provides third party facility, pipeline, port, and vessel security audits that validate the:

  • Security vulnerability assessment (SVA) is adequate
  • Security measures in place adequately address the vulnerabilities
  • Security plan addresses the applicable regulations (for plans that a government agency does not review)
  • Personnel conduct the activities detailed in the security plan

Chemical Facility Anti-Terrorism Standards(CFATS) Compliance

O'Brien's services in this field include:

  • Consequence Screening Questionnaire (Top Screen), Security Vulnerability Assessment (SVA), and Site Security Plan (SSP) submissions
  • Consulting to satisfy the "Risk-Based Performance Standards Guidance"
  • Audits
  • Training, drills, and exercises

CSO and/or FSO Program

O'Brien'sRM developed a web-based application that integrates a security professional into our clients' security program. This integration can be as the actual CSO, FSO, and / or their alternate.

Exercises and Drills

O'Brien's develops and executes comprehensive discussion-based and operations-based security exercises and drills for government and private industry. They are compliant with the Homeland Security Exercise and Evaluation Program (HSEEP).

Grant Application and Administration

O'Brien's provides federal and state grant program management services – such as:

  • Concept design

  • Required progress and financial reporting and project oversight (procurement process assistance, contractor management, project management, etc.)

Plans

O'Brien's provides security planning and procedure development, such as:

  • Facility, pipeline, port, transportation modes, and vessel security plans
  • Strategic risk management/mitigation plans
  • Trade resumption/resiliency plans

The plans can be in either hard copy or, using ePlanPro™, web-based format. (Note: New DOT Transportation Security Plan regulations go into effect October 1, 2010.)

Training

O'Brien's offers facility and vessel personnel training in security roles and responsibilities. Students can participate in open enrollment programs at our offices or we can bring private security training to your personnel at your office. MARAD, Panama, Marshall Islands, and Liberia have approved the vessel personnel training program.
